Kela school transport subsidy

You may be eligible for school transport subsidy from Kela for your school commute if you are studying full-time in a secondary level institution, such as an upper secondary school or vocational school. The duration of a subsidised school travel ticket can be either 30 days or 14 days.
Applying for school transport subsidy from Kela
You can apply for school transport subsidy through OmaKela. To apply, you will need a personal mobile certificate or your personal online banking credentials. Your parents can apply for school transport subsidy on your behalf using their own online banking credentials or mobile certificate only if you are a minor.
Once Kela has approved your application, information about your eligibility for school transport subsidy will be transferred electronically to Waltti. You can find more information about applying for school transport subsidy on Kela’s website.
NOTE! School transport subsidy tickets should not be loaded simultaneously onto both the Waltti Mobile app and the Waltti travel card, as each purchased ticket reduces the number of purchases granted to you by Kela. Please also note that tickets purchased through the Waltti Mobile app are valid immediately from the time of purchase.

To purchase a school transport subsidy ticket in the Waltti Mobile app, you must first apply for the subsidy in the OmaKela service and receive purchase authorization. Buying a ticket through the Waltti Mobile app also requires strong authentication using online banking credentials or a mobile certificate to verify your purchase authorization.
- Begin the purchase of school subsidised ticket by tapping in the app Info-tab. From there, go to My settings -> Kela-subsidised ticket. Activate the school transport subsidy ticket.
- Next, go to Buy-tab and pick the Kela-subsidy ticket.
- Complete strong authentication by clicking the Authenticate button. You can authenticate using your online banking credentials or a mobile certificate.
- After authentication, press the “Kela-subsidized ticket” button again. If you have purchase authorization, you will see the Kela-subsidized tickets you are eligible to buy. Select the product and press Continue.
- Choose travelling zones (in Pori choose both CITY and A) and press Continue.

In the shopping cart:
If the ticket has no self-paid portion (i.e., the ticket price is €0), still select a payment method and press Pay. You will not be charged, and the ticket will be displayed.

To load a Kela-subsidized school transport ticket, you must have your own personal travel card. You can order a personal travel card either from the Waltti online store (delivery time by mail approx. 7–14 days) or purchase one in person at Leijona (Yrjönkatu 6). When buying a travel card from Leijona, your identity will be verified using a valid official photo ID issued by the police (passport or photo ID card). A new travel card costs €7.
- Once you have received your travel card, create an account or log in to the Waltti online store and authenticate yourself using your personal online banking credentials or mobile certificate by clicking the “Strong authentication” button after logging in.
Note! Make sure to create your own personal Waltti account and authenticate using your own credentials.

If your travel card does not yet appear under the Travel Cards section, click the “Update travel card list” button or add the travel card manually.
- Once you have linked your travel card to your Waltti account, click the “Purchase a season ticket” button. This will open a view where you should manually check the details of your School Transport Subsidy purchase authorization. The Waltti online store receives information about granted purchase authorizations directly from Kela once the student has authenticated in the online store using their personal credentials.

If you have been granted purchase authorization, you will see the products for which you have received the School Transport Subsidy, such as “Kela-subsidized ticket 30.”
If the student status has not yet been set on your travel card, the Waltti online store will prompt you to update the travel card by clicking the “Accept” button. If this step is not completed, Kela-subsidized tickets cannot be loaded onto the card.

Check the zones (in Pori, always CITY and A zones).
If you have purchase authorization for both 30-day and 14-day Kela-subsidized school transport tickets, select the desired ticket product: either Kela-subsidized ticket 30 (unlimited travel for 30 days) or Kela-subsidized ticket 14 (14 travel days within a 30-day period). Select the product and proceed to the shopping cart by clicking the “Add to cart” button.
- Once you have received your travel card, create an account or log in to the Waltti online store and authenticate yourself using your personal online banking credentials or mobile certificate by clicking the “Strong authentication” button after logging in.

Which Kela-subsidized school transport tickets are valid on Pori public transport?
Waltti tickets and Seutu+ tickets with a validity area of Pori1, Pori2, Rauma2, or Olkiluoto2 are accepted on Pori public transport. Tickets provided by Matkahuolto under Kela’s subsidy are not valid on Pori public buses.
Where can I buy the ticket?
A Kela-subsidized school transport ticket can be loaded onto a travel card via the Waltti online store, or purchased in the Waltti Mobile app.
To load a subsidized ticket, you must first have a personal travel card and a granted school transport subsidy decision for Waltti ticket products.To load a Kela-subsidized ticket product, you must strongly authenticate yourself in the Waltti online store or Waltti Mobile app using your own personal credentials, either online banking credentials or a mobile certificate.
Can my guardian purchase the ticket for me using their own credentials?
No. Kela’s school transport subsidy is a personal benefit, so the recipient must authenticate themselves using their own credentials in order to access and use the benefit.
I don’t have online banking credentials – how can I get the benefit?
To receive the benefit, you must strongly authenticate yourself in the Waltti online store or Waltti Mobile app. If strong authentication is not completed, the system cannot verify the subsidy from Kela, and the benefit cannot be granted.
I can’t purchase the Kela-subsidized school transport ticket – what should I do?

If you’re using a travel card, have you linked your personal travel card to your account? This can be done via the “Retrieve your personal travel cards” option or by manually entering the card details using “Add a new travel card.”

Have you checked your Kela decision? What is the valid period for the benefit? Was it granted specifically for Waltti ticket products?

I receive a notification: “Information about the granted school transport subsidy was not found.” What should I do?
Check OmaKela to ensure that you have a valid and approved decision for the school transport subsidy. Also confirm the validity period and whether the benefit was granted specifically for Waltti ticket products.
How do I know which ticket product to choose?
Kela grants the benefit based on the information you provided.
Check your Kela decision to see which product you are entitled to.
It is the student’s responsibility to purchase the correct ticket product. -
